What assessment they have made of the congestion faced by motorists travelling northwards from central London at early evening and at other rush hours and what plans they have to relieve this congestion.

Average traffic speeds on main roads throughout London are regularly surveyed at different times of the day and the results for different areas within London, including the northern outer area, are published annually in the London Traffic Monitoring Report, copies of which are placed in the Library. The red route project will improve the movement of all traffic on London's main roads including the A.1, A.10, A.41 and A.503 which are used by motorist travelling northwards from central London. Implementation of the project is under way and the network will be operational by 2000.
