To ask the Parliamentary Secretary, Lord Chancellor's Department if he will make a statement on the future of the county court bulk centre and the summons production centre in Northampton, including the possibility of privatisation under the private finance initiative or any chance of location. The question concerns a specific operational matter on which the chief executive of the Court Service is best placed to provide an answer and I have accordingly asked the chief executive to reply direct.

Letter from M. D. Huebner to Mr. John McAllion, dated 19 July 1995: The Parliamentary Secretary, Lord Chancellor's Department, has asked me to reply to your Question about the future of the County Court Bulk Centre (CCBC) and Summons Production Centre (SPC). The Department has not specifically proposed that the functions of either the CCBC or SPC be contracted out under the LOCCS PFI project. However, one of the fundamental principles of the Private Finance Initiative is that the Department is obliged to offer scope for suppliers to make wide proposals for the provision of services. I am not, at this stage, able to say what services bidders may propose to provide.
