Letter from Derek Lewis to Mrs. Barbara Roche, dated 17 July 1995:

The Home Secretary has asked me to reply to your recent Question about what effects he expects the closure of St Charles Centre, Brentwood to have on the prison population. There will be no measurable effect on the prison population as a result of the closure of St Charles. The Home Office has placed no newly sentenced detainees at St Charles for the past twelve months and none of the existing occupants will be transferred to Young Offender Institutions.
