§ Mrs. BrowningAs my right hon. Friend the previous Minister, announced to the House on 22 June,Official Report, columns 477–78, the EU Council of Agriculture Ministers has reached agreement on Community-wide rules on the welfare of animals during transport. The rules introduce maximum journey limits and minimum rest periods and will apply throughout the EU. We shall circulate our proposals for implementing regulations in due course; all member states must introduce the necessary national legislation to implement the agreement by 31 December 1996.
