Letter from Lawrie Haynes to Sir Irvine Patnick, dated 5 December 1995: As you know, the Minister for Railways and Roads, Mr. John Watts, has asked me to reply to your recent Parliamentary Question asking the Secretary of State for Transport, what criteria his Department uses when determining which sections of motorway require lighting. The decision whether to light in a particular case is taken following consideration of a full appraisal of the proposed scheme. This includes an economic assessment of the capital, maintenance and energy costs set against the potential savings as a result of the reduction in night time personal injury accidents, calculated over the life of the lighting scheme. A full assessment of environmental factors is taken into account.
