Mr. Milburn

To ask the Secretary of State for Health if he will provide an analysis of capital expenditure compared to cash limit allocation for(a) trusts in each region and (b) regions in each of the last three years. [2400]

Mr. Horam

The available information is shown in the tables. "Allocations to RHAs" represent the final capital cash limits for the year. Trusts do not have cash limits; their equivalent control is external financing limits, but these cover both revenue and capital expenditure. The figures provided for trust "Capital Allocations" in the tables therefore represent initial planned capital allocations for the year concerned. In each case, capital expenditure covers capital additions, which include assets purchases by, and donated to, authorities and trusts, as

  1. 1. Capital allocations for RHAs are final cash limits which include in year adjustments made to the original cash limits. The transfer of capital cash limit and capital receipts to Trust external financing limits by some RHAs resulted in negative final cash limit figures.
  2. 2. Capital allocations for trusts are capital planning totals.
  3. 3. The 1994–95 capital expenditure figures are unaudited and therefore provisional.
  4. 4. Capital expenditure represents capital additions, as shown in annual accounts, which includes assets purchased by, and assets donated to, authorities/trusts.
  5. 5. Changes were made to the definition of capital spending in 1993–94. Some items of expenditure formerly treated as capital are now treated as revenue.
  6. 6. RHAs were restructured in 1994–95.

To ask the Secretary of State for Health how many national health service trusts have borrowed money from commercial sources; and if he will list the sums involved. [3249]

Mr. Horam

Information on national health service trusts' borrowing from commercial sources during the year is not available centrally. shown in their accounts. Expenditure also includes assets purchased with the proceeds from land sales which are not included in allocations.

Information is now available for 1994–95, and provisional figures from the summarised accounts for capital expenditure for that year are also included.

To ask the Secretary of State for Health (1) what is(a) the current capital value of the Princess Margaret hospital, Swindon, (b) the capital value of the proposed new hospital, (c) the cost of refurbishment and rebuild, (d) the length of the lease from the private financiers with the NHS, (e) the annual cost of the lease to the NHS for each year of the duration, (f) the cost to the NHS of preparing the bid and (g) the projected time to rebuild the hospital; [3765]

(2) what is (a) the current capital value of the Bishop Auckland hospital, (b) the capital value of the proposed new hospital, (c) the cost of refurbishment and rebuild, (d) the length of the lease from the private financiers with the NHS, (e) the annual cost of the lease to the NHS for each year of the lease, (f) the cost to the NHS of preparing the bid and (g) the projected time to rebuild the hospital; [3761]

(3) what is (a) the current capital value of the Wycombe and Amersham general hospital, (b) the capital value of the proposed new hospital when completed, (c) the cost of refurbishment and rebuild, (d) the length of the lease from the private financiers with the NHS, (e) the annual cost of the lease to the NHS for each year of the lease, (f) the cost to the NHS of preparing the bid and (g) the projected time to rebuild the hospital. Mr. Horam

The capital value of individual hospitals and the costs of preparing individual business cases are not available centrally. The other information requested is a matter for negotiation between the individual trusts and the private sector consortia bidding for the developments.

To ask the Secretary of State for Health when he will publish information on health authority costs and NHS trust management costs. [4461]

Mr. Dorrell

I shall tomorrow publish "Health Authority Costs" setting out actual spending on running each district health authority and family health services authority for 1994–95 together with plans for 1995–96 and the planned spending for the new health authorities in 1996–97. I shall also publish "National Health Service Trusts Management Costs 1994–95" setting out spending on management for each NHS trust for 1994–95.
