To ask the Secretary of State for Foreign and Commonwealth Affairs what assessment he has made of the factors which have led to World Food Programme trucks not reaching their targets in Rwanda; and what international action is being taken to allow them to progress to camps for Rwandan refugees in Zaire. Mr. Baldry

The rapid response from the UK and other donors to a recent World Food Programme—United Nations High Commissioner for Refugees appeal means that supplies are now assured until October. However, Rwanda's landlocked position has made it difficult to gauge the amount needed in the supply pipeline so as to ensure a continuous flow of food at the required level to people in need. On the question of access to camps in Zaire, we are in close touch with the WFP to see if we can help find a solution to the closing of the border. In the meantime, WFP is actively exploring alternative routes.
