§ Mr. ForthThe estimated total cost of establishing the School Curriculum and Assessment Authority, including the cost of winding up the National Curriculum Council and the School Examinations and Assessment Council, is £4.2 million. These costs will be more than offset by recurrent savings on running costs as a result of replacing two bodies with one. Running costs are estimated at £9.4 million in 1994–95 for SCAA, the first full year of its operation, as against £11.3 million for NCC and SEAC in 1992–93, the last full year of their operation.
