§ Mr. RichardsThe Government are considering amending the Motor Vehicles (Driving Licences) Regulations 1987 to permit learner drivers in Wales to display "D" plates in preference to "L" plates if they wish. A consultation document seeking the views of the public and organisations with an interest in this matter is being issued today and a copy has been placed in the Libraries of both Houses.
