23WAWhether they accept the principles of Recommendation No. R(90)3 of the Committees of Ministers to member states concerning Medical Research on Human Beings; and, if so, when they propose to incorporate them into United Kingdom legislation.
§ The Parliamentary Under-Secretary of State, Department of Health (Baroness Cumberlege)The Government look closely at all Recommendations made by the Council of Europe and their application within the United Kingdom. Not all Recommendations require legislation, as current procedures often cover the terms of a Recommendation, but the need for statutory enforcement is considered when appropriate.
The Government accept most of the principles contained in this Council of Europe Recommendation concerning Medical Research on Human Beings. Many of its terms reflect current practice and we have no plans to introduce legislation in this instance.
