§ Mr. David DavisThe Copenhagen European council—June 1993—agreed that associated countries of central and eastern Europe that so desired shall join the European Union when they are ready to assume the obligations of membership. We expect applications for European Union membership to be considered on their merits. So far, only Poland and Hungary have formally applied to join the European Union.
