§ Lord Williams of Elvelasked Her Majesty's Government:
Whether they are satisfied that the advertisements by the Huntingdonshire District Council to support its case in the Local Government Review Procedure are (a) a proper use of council tax-payers funds and (b) truthful.
§ The Earl of ArranWe cannot comment on individual pieces of publicity material, but the general position is clear. The Department of the Environment published in 1988 a code of recommended practice on local authority publicity. The code states that local authorities should not use public funds to mount campaigns to persuade the public to hold a particular view on a question of policy.
