§ Mr. Lennox-BoydAlthough some difficulties remain, most aid organisations can now operate with relative freedom. The United Nations assistance mission for Rwanda continues to encourage full implementation of peace agreements signed last August in Arusha. A copy of the United Nations Secretary-General's report of 30 December 1993 on UNAMIR's progress has been placed in the Libraries of both Houses. The number of refugees and displaced persons in Rwanda at present is estimated at 650,000.
