To ask the Secretary of State for Employment what responsibility the Birminghan training and enterprise council has to ensure that all young people in the youth training guarantee group receive a training allowance up to their 18th birthday; how this responsibility will be met if local training providers are not paid by Birmingham TEC to provide allowances after 17-year-olds have reached NVQ level 2; and if he will make a statement.

I understand that Birmingham training and enterprise council acknowledges its responsibility to ensure that all young people in the youth training guarantee group receive a training allowance up until their 18th birthday. For the 1994–95 financial year it will be a contractual requirement for the TEC's training providers to ensure that young people are able to remain in training and in receipt of a training allowance until their 18th birthday. The TEC will pay all training providers a contribution towards the training allowance and trainee support costs.
