To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the role and responsibilities of the new United Nations High Commissioner for Human Rights.

Mr. Douglas Hogg

The creation in December 1993 of the post of United Nations High Commissioner for Human Rights, with a wide-ranging mandate, marked a significant step forward in the promotion and protection of human rights worldwide. The post will complement and reinforce existing human rights machinery.
