§ Mr. AingerTo ask the Secretary of State for Wales whether the Pembrokeshire district health authority needed his permission to transfer capital resources from the 1991–92 accounts to revenue expenditure in the 1992–93 financial years for the Pembrokeshire NHS trust.
§ Mr. Gwilym JonesRevenue funds were carried forward by the Pembrokeshire health authority from 1991–92 to 1992–93 by making an advance payment into the bank account of the shadow Pembrokeshire NHS trust.156W This arrangement subsequently came to the Department's attention when the authority's accounts for 1991–92 were being prepared. The Department has since made it clear that the accounts of shadow NHS trusts are to be regarded as accounts of the parent health authorities and cannot be used as a means of providing working capital for the trusts when they come into formal effect.
§ Mr. AingerTo ask the Secretary of State for Wales what was, in cash and percentage terms, the rate of return on capital for the Pembrokeshire NHS trust in(a) 1992–93 and (b) 1993–94; and what rate is projected for 1994–95.
