asked Her Majesty's Government:

Whether they have received the second Progress Report of the United Nations Secretary General on the UN Observer Mission in Liberia (S/1994/168,14 February 1994), and why copies were not available in the Libraries of either House before the UN Security Council discussed Liberia on 16 February.

The report was issued on 15 February 1994 and was faxed from the UK Mission to the UN to the relevant FCO departments the same day. The faxed copy was considered to be of insufficient quality to place in House Libraries, but copies of the report in final form were sent to the House of Commons Library by our mission to the United Nations in New York by diplomatic bag on 16 February. I have arranged for copies of the report to be placed in the House of Lords' Library.
