HL Deb 21 July 1994 vol 557 c43WA
Lord Avebury

asked Her Majesty's Government:

Whether they will consider proposing an amendment to the Genocide Convention which would allow accredited non-governmental organisations to take the same action as a contracting party to call upon the competent organs of the United Nations to act under Article VIII of the convention.

The Minister of State, Foreign and Commonwealth Office (Baroness Chalker of Wallasey)

No. Accredited non-governmental organisations are already in a position to make their views on possible cases of genocide known to the competent organs of the United Nations.

Lord Avebury

asked Her Majesty's Government:

Whether they will list the occasions on which states have acted under either Article I or VIII of the Genocide Convention since it came into force on 12 January 1961.

Baroness Chalker of Wallasey

There is no formal record of occasions when states have called on United Nations bodies to take action for the prevention or suppression of acts of genocide, as specified in Articles I and VIII of the Convention. The information requested is not therefore readily available and could only be provided at disproportionate cost.
