Whether they consider that any persons in Rwanda have engaged in genocide; conspiracy to commit genocide; direct and public incitement to commit genocide; attempt to commit genocide or complicity in genocide, and if so, what action they have taken under Article I of the Genocide Convention to prevent the crimes and to punish those responsible, and under Article VIII, to call upon the competent organs of the United Nations to take such action under the Charter of the United Nations as they consider appropriate for the prevention and suppression of acts of genocide or of any of the other acts enumerated in Article II; and
Whether they will list the states which have taken action under Article VIII of the Genocide Convention in respect of acts enumerated in Article III of the Convention which have occurred in Rwanda.
§ Baroness Chalker of WallaseyIn his report the Human Rights Special Rapporteur on Rwanda, Mr. Degni Segui, makes a convincing case that events in Rwanda constitute genocide. The UK was a co-sponsor of UN Security Council Resolution 935, adopted on 1 July, which established a Commission of Experts to examine and analyse information relating to grave violations of international humanitarian law committed in the territory of Rwanda, including acts of genocide, with a view to providing the Secretary-General with its conclusions.
