§ Mr. MorganTo ask the Secretary of State for Wales what proposals he has for the provision of(a) grant-in-aid and (b) national loans fund finance to the Cardiff Bay development corporation; what legal opinion he has sought in relation to the regularity of the payments of grants by the corporation to (i) Prudential Assurance Company and (ii) NCM for their new headquarters offices; and if he will make a statement.
§ Mr. RedwoodGrant-in-aid of £48.2 million is being made available to the Cardiff Bay development corporation in this financial year. There are no plans to draw on the national loans fund.
586WThe corporation has wide-ranging powers to incur expenditure to secure the regeneration of its area under the Local Government Planning and Land Act 1980 and the Inner Urban Areas Act 1978. It is for the corporation to assure itself of the regularity of any grant payments it makes. I have had no reason to seek separate legal opinion on the corporation's support for Prudential and NCM.
