§ Mr. Heathcoat-AmoryThe Swiss and German Governments have put forward generous and attractive offers of sites for the headquarters of the World Trade Organisation in Geneva and Bonn respectively. The British Government could support a consensus in favour of either place; but we see some advantage in the WTO remaining in Geneva to avoid the disruption of a move.
