§ Mr. FormanTo ask the Secretary of State for the Environment what steps he has taken to assess the effectiveness of planning controls over hazardous substances introduced in June 1993.
§ Mr. BaldryThe Department has recently commissioned research into the operation of hazardous substances consents under the Planning (Hazardous Substances) Act 1990. The research is designed to establish how effective these controls are in preventing unacceptable risks to the public from storage and use of hazardous substances at least cost to industry.
It will look at all aspects of the system by means of survey, case studies and interview.
