To ask the Secretary of State for the Home Department how many racially motivated attacks are perpetrated by whites on non-whites and by non-whites on whites; and what are the figures expressed as proportions.

Our best source of information is currently the 1988 and 1992 British crime surveys. The British crime survey estimate is that 82 per cent. of all incidents of violence and threats thought by Afro-Caribbeans and Asians to be racially motivated were perpetrated by whites. No information is available about perpetrators of incidents involving white victims, as the British crime survey asked only Afro-Caribbean and Asian respondents about their perception of racial motivation. The 1994 survey will extend these questions to all respondents.

This estimate is among the results contained in "Ethnic Minorities' Experience of Crime and Racially Motivated Incidents"—research and planning unit paper No. 82. This is due to be published in February by the Home Office research and statistics department.
