§ Mr. McLoughlinThe European Commission has not submitted any proposal for harmonised European private copyright royalty, nor is it clear whether or when it will do so. It is therefore not possible to say what money flows involving the United Kingdom would occur, since these would be determined by factors which cannot be known in the absence of a proposal, in particular the rate of royalty and whether payments are to be made to nationals of countries outside the European Union.
