§ Mr. Jack[holding answer 16 December 1993]: Under the Agriculture Act 1993 it is for the Milk Marketing Board to decide what to propose in its reorganisation scheme. My right hon. Friends the Minister and the Secretary of State for Wales have responsibility for deciding whether to approve the reorganisation scheme in accordance with the terms of the Act. This requires them to have regard to all the circumstances. These include the compatibility of the board's proposals with European Community law.
