HL Deb 09 February 1994 vol 551 c128WA
Lord Marlesford

asked Her Majesty's Government:

Whether they will give the estimated total cost of issuing new photocard driving licences in 1966, and the cost per licence.

The Parliamentary Under-Secretary of State, Department of Transport (Lord Mackay of Ardbrecknish)

The Government announced in 1991 that photographs would be included on driving licences. Their format is not yet decided. The costs of issue will depend in the actual format and the method of issue chosen. For a plastic photo card licence, the DVLA feasibility study estimated some £5.5 million extra capital cost over three years and some £1 million additional annual running costs would be incurred. These costs would be recovered through fees and would add about 10–15p to the cost of a licence.
