§ Mr. Stewart[holding answer 21 October 1993]: It is understood that simulated plastic cigarettes are occasionally sold as novelties. Their intrinsic safety is a matter for trading standards officers to assess. The Government deplore any activity which encourages children to think that smoking is a safe or desirable habit.
