§ The Lord Privy Seal (Lord Wakeham)Key management targets for each agency are set by the appropriate Ministers. It is for the Minister to decide whether penalties should be incurred if targets are not met. There are no prescribed criteria: the Minister will consider particular circumstances on a case by case basis.
