§ Mr. HurdI was in South Africa when the public interest immunity was considered and signed on 3 and 4 September 1992. When the supplemental certificate was considered and signed, I had returned to London from the United Nations General Assembly in the early hours of 23 September for two debates in the House returning to New York in the afternoon of 25 September.
