Friend informed the House on 4 December 1992,Official Report columns 397–98, that management consultants had been appointed to help draw up a list of appropriate candidates with the qualities and skills necessary to a successful chairman for the School Curriculum and Assessment Authority. The terms and conditions of service for the post were determined in the light of the results of that search and of the functions proposed for the authority.
