Dr. Godman

To ask the Secretary of State for Transport how many emergency/standby vessels operating in the offshore oil and gas fields were assessed by his officials as failing to comply with the revised code of suitability; of these, how many were withdrawn from service by their owners; and if he will make a statement.

Mr. Norris

The number of vessels assessed by officials as failing to comply with the revised code of suitability is not retained by the Department.

Details of the number of vessels withdrawn from service by their owners are not available to the Department.

To ask the Secretary of State for Transport whether emergency/standby vessels operating in the offshore oil and gas fields may transport(a) personnel and (b) cargo from (i) shore to platform or rig and (ii) from platform to platform or rig; and if he will make a statement.

Mr. Norris

Vessels operating as emergency/standby vessels may transport personnel and cargo from ship to platform or rig and from platform to platform or rig.

However no such vessel can be considered to be a standby vessel when carrying out such functions. The standby vessel role take precedence over any other function.

To ask the Secretary of State for Transport what is the average size crew of emergency/standby vessels operating in the offshore oil and gas fields; and what is the ratio of deck crew to engine room personnel.

Mr. Norris

The minimum size crew of emergency/standby vessels, operating in the offshore oil and gas fields, is 12. There is a ratio of 10:2 between deck crew and engine room personnel. The majority of such vessels sail with the minimum crew number.
