Mr. Win Griffiths

To ask the Secretary of State for Education what proportion of spending in maintained schools was met by his Department in(a) each of the last five years and (b) 1978–79.

Mr. Forth

Most central Government support for local authorities is in the form of revenue support grant, which is not hypothecated to individual services. Grants paid by the Department over the last five years to support expenditure in maintained schools as a percentage of total recurrent spending on maintained schools is given in the following table:

Per cent.
1988–89 1.4
1989–90 1.9
1990–91 2.2
1991–92 2.8
1992–93 4.4

Notes:

i. Percentages calculated by expressing grants for education support and training (GEST), section 210 grant and grants to self governing state (grant-maintained) schools as a proportion of total net recurrent spending on LEA maintained and Self Governing State (Grant-maintained) schools.

ii. Net recurrent spending on schools includes institutional spending on LEA maintained and self-governing (grant-maintained) schools, and related central support services such as the school meals service, home to school transport, teacher centres, child guidance and pupil support. Also included is a pro rata share of LEA expenditure on central administration and recreational services and research. 1990–91 figure excludes balances held by schools and carried over into the 1991–92 financial year. Spending in 1991–92 and 1992–93 estimated and budgeted outturn respectively. Figures taken from 1993 DFE/OSTEND departmental report (ref: Cm 2210), except for those in respect of annual maintenance grant paid to self-governing state schools, which are taken from DFE records.

iii. Grants paid by other Government Departments to support expenditure in schools excluded from above calculations.

iv. Figures for 1978–79 not available on a comparable basis.
