Mr. Salmond

To ask the Secretary of State for Scotland how the guarantees made to Scottish Nuclear under schedule 12 to the Electricity Act 1989 are reflected in(a) Scottish Nuclear's accounts and (b) public sector accounts.

Mr. Stewart

The treatment of the guarantees made to Scottish Nuclear under schedule 12 to the Electricity Act 1989 are described in notes 4 and 15 to Scottish Nuclear's annual report and accounts for 1992–93. As far as public sector accounts are concerned, the schedule 12 guarantee is treated as a contingent liability.

To ask the Secretary of State for Scotland if he will make public the detailed engineering and economic assessment of the relative merits of dry storage and reprocessing made by Scottish Nuclear in 1991, with the removal of commercially sensitive material if necessary.

Mr. Stewart

Scottish Nuclear provided engineering assessments of the proposed dry storage at Torness at the recent public inquiry into the proposal. The company also made statements at the inquiry about the economic cases for dry storage as opposed to reprocessing. This will be reflected in the report of the public inquiry. Any more detailed economic assessment would be commercially confidential.
