To ask the Secretary of State for Wales if he will make it his policy to issue new guidelines to local authorities in Wales concerning(a) the allocation of parking spaces to orange badge holders within (i) new car parking facilities and (ii) existing car parking facilities and (b) the accessibility of car park ticket machines.

The Government encourage local authorities to provide extra parking facilities wherever possible by designating special bays at convenient locations both on-street and in off-street car parks. Orange badge laws do not extend to off-street car parks, whether local authority or privately owned.

The accessibility of car park ticket machines is for the operator of the car park to determine. Current British standards for pay and display machines include requirements regarding the height of the display and coin slots, and the dimensions, of any plinth upon which the machines may be mounted. These requirements should facilitate access by wheelchair users.
