§ Mr. CousinsTo ask the President of the Board of Trade when the environmental technology innovation scheme and the environmental management options scheme were open for applications; when they were closed to further applications; and how many applications had been received subsequent to closure.
§ Mr. McLoughlin[holding answer 26 July 1993]: The environmental technology innovation scheme—ETIS—jointly managed by the Department of Trade and Industry and the Department of the Environment and DTI's environmental management options scheme—DEMOS—were both launched on 2 October 1990. The schemes are open to new applications until 30 September 1993. However, since February this year the Departments have informed new applicants that projects already under assessment are expected to take up the remaining resources of each scheme. Since that time, nine ETIS and eight DEMOS applications have been received.
§ Mr. CousinsTo ask the President of the Board of Trade how many applications were made, grants awarded and how much expenditure committed, in each region and nation and for the United Kingdom, on(a) the environmental technology innovation scheme, (b) the environmental management options scheme and (c) EUROENVIRON, together with in each case the average and target processing cycles from application to award.
§ Mr. McLoughlin[holding answer 26 July 1993]: The average processing time for approved projects under the three schemes was as follows:
Months ETIS 11.5 DEMOS 12.4 EUROENVIRON 4.3 These processing times include periods when responses were awaited from applicants to supply information necessary to complete assessment of their project proposals by the Department concerned. The processing times for ETIS and DEMOS include the initial outline application stage. We will be taking account of the results of an interim evaluation carried out on the three schemes last year in the design of any successor programmes.
