To ask the Secretary of State for the Home Department what change in instructions has been given to governors of prisons concerning advising their staff as to which inmates are infected with the HIV/AIDS virus.

The last general instruction to governors was contained in circular instruction 30/1991 which was issued in November 1991. The recommended practice is that information about HIV status obtained in a clinical context should be available only to staff with responsibility for the prisoner's health care unless the prisoner consents to wider disclosure in his or her own interest or, exceptionally, such disclosure is deemed necessary to prevent the spread of infection.
