Whether they will refrain from using the expression "the Government have made legislation", which appears in Written Answers on 15th December 1992 at column WA32.

Yes. I accept the noble Lord's point that making legislation is a function of Parliament, not of government, unless powers have been delegated.

In this particular case the phrase used was technically correct as the legislation concerned was made by my right honourable friend by means of delegated powers in a statutory instrument.
