§ Mr. Peter LloydSheffield city council successfully applied for section 11 grant for its community literacy team project on the last occasion on which local authorities were invited to submit applications. Sheffield's application on that occasion related to the continuation of activities already being funded under the grant. Approval previously given in December 1990 was on the clear understanding that, in the particular circumstances of the case, grant would not be paid beyond 31 March 1993.
