To ask the Secretary of State for the Home Department on what basis the formula in paragraph 3 of appendix B to the special grant support report (No. 5) was arrived at; and whether this formula will be applied to expenditure by local authorities incurred and notified to his Department after 8 January.

The formula for the payment of Yugoslav displaced persons grant in respect of 1992–93 expenditure is the same as would apply under the Bellwin scheme of special financial assistance for emergencies. The threshold under the Bellwin scheme is calculated as an amount per head of relevant population (as defined in schedule 12A of the Local Government Act 1988). Different thresholds apply for different classes of authority, reflecting their responsibilities for different services. Only those authorities named in the "Special Grant Report (No. 5)" will be eligible for grant and their entitlement will not exceed the amount specified in the report. A fresh scheme will apply for 1993–94.
