To ask the Secretary of State for the Environment if he will place in the Library the reasons for refusal of permission for Northumbrian Water to construct a waste incinerator at Portrack in Stockton-on-Tees, and the submission made to the inquiry inspector by Cleveland county council in respect of the same.

Yes. I am arranging for a copy of the decision letter issued on 2 November 1992 to be placed in the Library. While Cleveland county council made no submissions to the site-specific inquiry for the Portrack incinerator appeal, the council did submit evidence to the plenary session of the linked inquiries of which the Portrack inquiry was part. I will arrange for a copy of the council's submissions to the plenary session to be placed in the Library.
