Whether they consider the development of $1.7 billion 350-missile ABM capability in Israel, viz ARROW 2, will or will not discourage other countries in the area from adherence to the Non-Proliferation Treaty.

There has been no indication that Israel's development of the defensive Arrow ABM System will discourage other countries in the area from continuing to adhere to the Non-Proliferation Treaty.
