§ Mr. HanleyThe figures provided in my answer of 9 December 1993,Official Report, column 358, represent the best available estimate of the annual operating costs for the 911W units in question. Until 1991, costs of units were derived from a defence-wide cost-attribution system. This system was largely reliant on judgments on the attributions of costs which were refined over time. It would not be possible to give a more detailed explanation of the differences between current cost estimates and those produced prior to 1991 without incurring disproportionate cost.
