§ Mr. David DavisSubstantial progress has been made. In its first full year, the Office of Public Service and Science has
published key statements on public service reform through its White Papers on the citizens charter and open government;completed a market testing programme which had led to savings of £100 million across the civil service by 30 September;set out, in the White Paper "Realising Our Potential" the first Government-wide policy statement for over 20 years on science, engineering and technology.And within the next few days the Department will:
run the second International Conference on "Service for the Citizen" which will underline the United Kingdom's role as one of the world's leading practitioners of public service reform; and publish a further White Paper, the 1993 review of next steps agencies in government.
