To ask the Secretary of State for the Environment if he will list those local authorities in England and Wales which are debt-free for the purposes of the capital control system.

Information received from local authorities indicates that the English authorities listed below were debt-free for capital control purposes at 30 September 1993. Information from Welsh authorities is a matter for my right hon. Friend the Secretary of State for Wales.
