To ask the Secretary of State for the Home Department what criteria are applied to refugees with exceptional leave to remain in the United Kingdom when assessing whether or not they should be granted United Kingdom travel documents; and what changes have been made to these in the last 12 months.

[holding answer 23 April 1993]: Asylum applicants who are found not to be refugees but who are granted exceptional leave to remain may apply for a Home Office travel document if they are unable to obtain a national passport. All such applications are considered on their individual merits, taking account of factors including the practicability of obtaining a national passport and any reasons the applicant may have for being unwilling to approach his or her national authorities. This policy has not changed during the last 12 months.
