To ask the Secretary of State for Foreign and Commonwealth Affairs how much aid the Overseas Development Administration has given this year to Somalia; and what plans there are to increase it.

Since January the Government have pledged £26 million in humanitarian aid for Somalia. This includes our share of EC aid and a new pledge of £7.5 million which my right hon. and noble Friend the Minister for Overseas Development announced on 15 September. The major constraint to the relief effort in Somalia is the volatile security situation, particularly in the centre and south of the country, which are the regions most affected by famine.
