§ Mr. Kenneth CarlisleIt is estimated that less than 3 per cent. of people acquiring vehicles fail to comply with the legal requirement to notify the Driver and Vehicle Licensing Agency. When offenders are caught using unlicensed vehicles the agency prosecutes both for the offence of failing to notify acquisition of the vehicle and for evading payment of vehicle excise duty. The police have been asked to consider prosecution in other circumstances. Improved methods of recording vehicle keepership are currently being looked at as part of a study into possible further uses of new technology in the vehicle registration and licensing system.
