To ask the Secretary of State for the Environment what comparisons he is able to make, nationally and district by district, between levels of council tax and the levels which would have been necessary for domestic rates for 1993–94.

Mr. Howard

[holding answer 20 November 1992]: The average domestic rate bill in England for 1993–94, based on 1989–90 rate bills uprated by the GDP deflator, would have been £637. But I intend to make no predictions of council tax levels for 1993–94. These are a matter for individual local authorities.
