§ Mr. Douglas HoggNo specific proposals on nuclear non-proliferation have been discussed by the Foreign Affairs Council during the United Kingdom presidency. However European political co-operation has continued to work on non-proliferation issues and is taking forward a United Kingdom proposal to strengthen IAEA safeguards. This concerns voluntary reporting of information to the IAEA on exports of certain nuclear materials, equipment and specialised non-nuclear materials.
