§ Mr. Austin Mitchell
To ask the Secretary of State for Foreign and Commonwealth Affairs whether the Heads of State of Community member states hold any different status under article 8 of the treaty of Rome proposed under the Maastricht treaty from that held by other citizens of the union.

§ Mr. Garel-Jones
No. Heads of Community member states will be entitled to the same rights as other citizens of the European union.
